I believe for the Insurrection Act to even be used he would first have to issue a formal proclamation ordering insurgents to disperse.

Who exactly would be ordering to disperse though. I mean it be funny if he ordered democrats to disperse, but I don't think that's going to fly we already saw what happens when you try and fight the media..
