This last NDAA is unconstitutional, because congress can't tell the POTUS(Commander in Chief) where to move troops. The judiciary doesn't get to play copy-editor to congress, because it's congress' job to legislate. Thus, the whole NDAA Bill is void.

You act like they play by the rules. You act like they haven’t been doing a plethora of unconstitutional acts.

This is where the tables can be flipped. If they want the bill enforced, they can sue to try to have it be "legal" as the legal defense to not enforcing it is it's illegal. So during the suit, simply pointing out that the line of congress ordering the troops around europe is sufficient to prove the bill is unlawful.
