That was the plan, but it didn't quite work out as intended. Pelosi did not expect anyone to steal her laptop or hard drives with classified info. If she had she would not be in the absolute meltdown panic mode she is now. Congress would have calmly started an impeachment proceeding, rather than screaming about it for the last week. Despite knowing what would happen, they got shook.
I find it odd that all the Senate office doors were left open and people could just 'walk into Pelosi's office... and her LAPTOP is on her desk 'ON' and there are no security or people anywhere...
That is probably how it's done all day every day. I have a friend in government IT who told me that no matter what level of government people are at, they break security protocol all the time because nothing ever happens anyway. Seriously you could probably waltz into whatever state house is closest to you, find some politician's computer, get their entire email archive, and leave without anyone noticing.
