Trump is still the Commander In Chief so I don't think he is ordering the military to start arresting his supporters for being in D.C. when they were only there because he asked them to go. If it is just the National Guard then it is surely he who is ordering them to D.C. If it's the Reservists, again that is him that gives the command.
If they are being put in place now, then maybe he has signed the Insurrection Act like the rumors are saying and they are being made ready. Either way they go where HE orders them, not Pelosi or the Dems, they have no power until the 20th.
