monarchy, oligarchy, communism, nazis, emperors, etc are all big government. The issue is, how benevolent is your leader. Nazis did bad stuff and commies DO bad stuff still, and killed far more people by 20x or more, but theyre both totalitarians. China and North Korea are both communist, but look how different they are in practice despite following similar ideals.
The distinction from totalitarians is smaller/republic government. Youre free, run your own life, and the government has limited control over you. I like this, because often the people in power are not benevolent.
