ISP's typically don't block sites tho, they usually just do DNS block, which applies to anyone using their DNS servers, which is default on pretty much all systems today. Changing DNS servers are relatively easy however.

China is also the only country in the world with a nationwide firewall which filters all traffic, that firewall can certainly be used for blocking traffic, and I'm sure that firewall make the dems green from all their jealousy.
