New accounts shouldn't be able to create new posts until they have at least 50 post replies (with >=1 score points + any replies to threads that are older than 1 day do not count) and have been a member for 2 weeks.
All posters should have an "average posts per day" statistic next to their names so we know who's active vs. just some rando who pops up without a handshake on an account created months ago.
People who do not average at least 2 posts per day should not be able to create new topics.
