There was a Chinook up with three British military helicopters outside London. Saw same thing at same time in the Netherlands. Who knows?

I am hearing now, as someone noted in this thread, that this was one of two identical planes coming in from Rome today. The other was IAM1438. Also, previous to those two, a smaller plane came in from Rome and when it got over US airspace, it was shadowed by an unidentifiable aircraft. Finally, two more planes appear to be coming in, RCH158 and MEDVC5A

This morning they both left Andrews less than an hour before POTUS, and both landed at OKC's public airport....Tinker AFB is right across town, which is home to DISA......

to me, that helps corroborate all the Italy intel

That is just a refueling plane as far as I know
