A president can pardon for future crimes as long as you do it in a place covered by US law. It's to prevent retaliation by a hostile congress or state.

He's not a US citizen, but the POTUS can pardon anyone involved in a federal crime case, regardless of their citizenship. And yes, a president can preemptively pardon someone who has not been convicted of a crime.

Pelosi has already stated how they will go after him in New York State. This is one of the reasons why I think Trump needs to and will hit them hard. When he leaves office (2024) the federal government (through the states) will go after him, his family, and his businesses. They will have no mercy and will try to ruin all of them.
