Probably had lots of Russian and Chicom spies mixed in the break-ins, and they spent the time bugging the electronics. Every computer and printer (and thermostat) in the capitol building needs to be thrown out and replaced.
I never looked at this from that perspective. This is actually a bigger deal than I previously imagined. This puts a new spin on the fact that extra security was refused by the ones in charge of security.
