What was up with the Ukraine sanctions (and Russia) statement that was put out? And then the delays in speeches. Then no Trump speech at all?

I’m looking for opinions but have t seen any discussion other than a few initial comments suggesting they are going after Giuliani’s sources in Ukraine?
