Note that when I call these people "80 IQ", I am not trying to insult either them or anyone else who is mentally handicapped -- it's that statistically, about 10% of the population (if I recall my stats math correctly) is going to have an IQ in that range, and such people will inevitably be much easier to manipulate than someone with the average IQ of 100.
