Twitter is intertwined with the US government. It's "private company" status is irrelevant when it works in concert with the US government. Twitter hosts official government accounts and listens when those accounts direct it to do something. That is state action, and the state is prohibited from viewpoint discrimination.

Twitter can be held liable for 1st amendment violations if they did them in concert with and on behalf of the Government.
