From what I interpreted and heard, Pompeo danced around the question, did not address a transition of power.
He only addresses part of the question about the threat of the CCP and ends with "I hope the next administration will continue to build on them", but doesn't define who is the next administration. If it was Biden, he could have just said it outright. I believe he's being vague on purpose.
I personally am leaning on the next administration not being Trump or Biden. It was originally intended to be Trump, after they fixed the fraud, because they thought their plan As and Bs would work, but they determined that plan C would be the only one that would work and they do not want the Whitehouse to be in the hands of a crook who stole the election. At the same time, Trump understands that himself holding power after such actions would be a little too much for the country.
I think you are right about it not being Trump or Biden.
This big of a situation will need the Military and they could be a while getting it all sorted.
Plus, it would be a beautiful end to this 5 year odyssey, if Trump were to receive all the world's praise for the pain he has suffered and the hard work he has done - and then he got to hand it over with a satisfied smile.
