Just for fun I did an internet search for SEC test. The first page was full of references to the Securities and Exchange Commission (SEC). Something about a "test the waters" law (rule 163b) enacted on 9/16/2019.
Some sort of data detection regarding IPO's and market demand. It was expanded a month later so that everyone could "test the waters" not just emerging companies looking at an IPO.
If there's a connection between this and the post someone smarter than me would have to find it. Unless whatever happens on the 13th is just to "test the waters" but that's kind of a stretch huh?

People who want everything done “for” them don’t deserve anything. “Do the research” is the main theme that Q has put forth so do it.
