"New" shows any posts released right now. That's how I found your post, by clicking on "new". Most of the new posts don't get traction, they will roll off into the nirvana without being seen by many. Simply because of the sheer amount of posts coming every second at all times.
"Rising" shows you posts that have been raising attention by many readers. They were upvoted quickly and are therefore rising in the ranks. This is what I read mostly, but that's just me.
"Hot" means this post is being read and discussed and commented more than the Rising category.
"Top" means these are posts with the most upvotes.
