I'm leaning towards IA, but I'm a madman so take my opinion with a very small gain of salt.
The IA probably has already been enacted but the information has not been stated to anyone in order to prevent chaos, which is strategically sound. There would be absolutely no reason to have that many troops on D.C. for a virtual inauguration. But then again, the fog of war is incredibly thick right now, I highly doubt we'll know anything unless Trump wants us to.
My intuition tells me that Trump would not betray his followers, let his family be at risk of a rogue government/big tech, allow the nation he really does truly love fall into communism or let blatant evil win. I'm not a 'Q' man, just an individual who thinks there is far more going on that we know. I suppose we'll know more tomorrow around 3:00 pm EST, Trump is going to talk to us from Alamo, TX.
