Likely he stepped down under GEOTUS pressure because he did not agree with the play call or did not want to accept the now very heavy responsibility of the position.
Or he is trying to get out ahead of something he knows to be coming. If he steps down now then he won't be a part of any tribunal. He "dispersed," if you will.
So they declared a state of emergency when he stepped down? I think not.
