The national guard is under the complete control of the president. The governor can deploy them.
But the President at anytime can take control over those units. Governors act like a commander. But the President is the commander and chief.
That being said, If Trump didn't want the national guard they wouldn't be. There is ~15,000 soldiers in DC ( not fucking normal ) the only reason why they would be there is if Trump wants them there. Trump wouldn't designate an emergency in DC if it wasn't in his favor.
Anyone who claims to be close to the president who hasn't back stabbed him says he will be president for the next four years. Anyone who claims that has been silenced to include the Q people.
One thing I know is Trump seems to always have a Plan. I have faith he does and I'll follow that plan.

Truth. I served 20 years from a private to a CPT in the USMC to National Guard. The President is and always the COMMANDER at all times. Picture of that wardog in every single unit right when you walk in. EVERY SINGLE UNIT.
He is in charge at all times. If he wants to execute a lawful order he can do so. Anyone who does not follow that lawful order is going to the brig. These are the rules to include Officers. They will be dealt with later in military court. Not state.
Now, this situation. No matter what the Governor says Trump is in charge. He could order them to arrest Joe Biden, Hunter Biden and Nancy Pelosi for treason if he chose to do so. This is not some stupid larp shit. He could absolutely do it.
What happens after that, who the fuck knows.
So let's say Secret Service doesn't want to surrender their VIP for arrest?
In that case, you'd have the U.S. Army fighting against the Secret Service. Who dafuq do you think would win? My sides. :P
Secret service is going to take on the entire military. Are you kidding? They can either stand down or accept a death sentence. Trump, if he does this would totally outnumber them to include close air support.

The Generals work UNDER the President. They are not elected officials. Obama fired a bunch of them. It's not a big deal. They are just government employees with no political power.
If any General refuses he could fire them and get another one. They are a dime a dozen at the Pentagon. A Major for example, so many of them over there at the Pentagon the running joke is they are privates.
He has LOTS of Generals to pick from. He could re-instate General Flynn if he wanted. Lots of options.
