The national guard is under the complete control of the president. The governor can deploy them.
But the President at anytime can take control over those units. Governors act like a commander. But the President is the commander and chief.
That being said, If Trump didn't want the national guard they wouldn't be. There is ~15,000 soldiers in DC ( not fucking normal ) the only reason why they would be there is if Trump wants them there. Trump wouldn't designate an emergency in DC if it wasn't in his favor.
Anyone who claims to be close to the president who hasn't back stabbed him says he will be president for the next four years. Anyone who claims that has been silenced to include the Q people.
One thing I know is Trump seems to always have a Plan. I have faith he does and I'll follow that plan.

The Generals work UNDER the President. They are not elected officials. Obama fired a bunch of them. It's not a big deal. They are just government employees with no political power.
If any General refuses he could fire them and get another one. They are a dime a dozen at the Pentagon. A Major for example, so many of them over there at the Pentagon the running joke is they are privates.
He has LOTS of Generals to pick from. He could re-instate General Flynn if he wanted. Lots of options.
Look, I do not know what he is going to do. This is not larp shit but, in theory, and by law he could do this and he would be President.
