With 15,000 troops at the capital best to leave them be. If nothing else, form local groups with some sort of actual leadership in case were the people are needed for back up in our local areas. Make sure others have the resources needed to weather out the storm. Just my two cents. Stay peaceful unless it’s to protect yourself or those who cannot defend themselves.
