This is from the first post on Hot. Can someone please explain what Peck means? "Peck makes it very clear that there is an essential first step if a president decides to unilaterally invoke the Insurrection Act. He must issue a public proclamation declaring his intent to invoke.

when you google peck you get a bunch of bird stuff. That post is so loaded no one will even see my question or answer it. Any real explanation would be appreciated. thanks pedes.

Peck = derogatory term for a Nelwyn.
**ex. "Don't call me a Peck!"
