Go stand outside your local federal building, Senator's or Representative's office, state legislature, etc dressed as a clown. Attract enough attention to get on the local news, tell everyone when you'll be back and invite them to join you. Make connections with the people who stop to support or join you create an organization then ally with other organizations, create political infrastructure. It may be a leftist slogan but it's still valid, "Think global ACT local".
