Back in 2019 there was a new FAA regulation that stated military planes are able to fly with their transponders turned off, not sure if that's what is being discussed, but it was announced directly by the FAA.
In order for this to make sense and fall online with the theory that the military is turning off their ADSB, every MAJCOM would have to send a request and provide mission requirements as to the need to turn them off. That's a massive stretch... Just considering that fighters, tankers and bombers are all training in the US and there is no way training would be considered mission essential.
