More like they never planned for the massive growth. If they are hosting themselves or in a co-lo facility then it take time to even get the servers in and racked. Also there is storage and networking equipment and redundancy that also needs to scale out.
I imagine they had some extra capacity based on past growth rate but cutting off Parler was unpredictably fast.
