There are a lot of based Sheriffs in California who refused to enforce Newsom's unconstitutional laws.
It may be police management vs the police rank and file; it may be by cities where the force as a whole behaves badly or exceptionally fair.
Either side of an issue needs allies going forward, even if they are not perfect. In WWII, there had to be a lot of nose holding and shortly thereafter, alliances fell apart, but the job got done.
