I get your point, but they really don't have an infinite number of useful idiots that are up for vandalism or hurting people. They'll want to prioritize down to just a few, and they'll want to provide damning text screenshots of hate crimes to justify it etc.

Antifa/BLM riots where all the violence happened was limited to only a few places, and they flew the operatives cross country to the hotspots. It isn't an organic force of people that are everywhere.
