For the same reason that most states can't just turn your water off if you have wrong think. Turning the internet into a utility puts a lot of different regulation in place that for better or worse limits how much action others can take.

Communists will ignore it no matter what but being a utility prevents a lot of stuff that being the "wild west" doesn't. It also limits a lot so it's a question of how limited are you willing to put up with to prevent larger overreaches by people.

If we are going to say that the communists are the problem in either scenario they are going to have to work harder in the scenario where the internet is not under government control.

Communists seek centralization of power. This moment in history should be teaching us we need to defuse power as much as possible.
