I've been going over this in my head and can't quite figure it out. It seems to be a ubiquitously held belief at the highest levels of institutional power. Doesn't make any sense to me.

They pretend there have been audits and they've all come back clean. So then it's the repeated requests for more audits that is undemocratic. Gaslighting.
