AV expert here. compression artifacting. Not every pixel is redrawn for every frame. Only thing that are changing a lot. If someone stands nearly stock still, like in most talking head shots, the non-moving parts of their body don’t get redrawn, then if they shift, you might get a weird looking frame. This is common in live streaming video.
