Currently we have two: the Senate represents each state equally, and the House represents the population.
We can have additional chamber representing the taxpayers, based on one dollar paid in taxes == one vote.
Can even have a military chamber, for which only veterans get to vote (credit to Robert Heinlein), only applicable in military matters.
A bill has to pass all chambers to become law. Which means you only get broadly popular laws that no class of people objects to.
Then we can keep voting rights locked to tax paying property owners. No income tax because there will be no handouts or SS to fund.
