Currently we have two: the Senate represents each state equally, and the House represents the population.
We can have additional chamber representing the taxpayers, based on one dollar paid in taxes == one vote.
Can even have a military chamber, for which only veterans get to vote (credit to Robert Heinlein), only applicable in military matters.
A bill has to pass all chambers to become law. Which means you only get broadly popular laws that no class of people objects to.
