He is waiting till last minute to do something “the plan” 3. Unless the entire four year op was to alienate and start writing names down of people who’d be a problem, his going overboard with the rhetoric and stirring people up wasn’t good for the status quo.
It’s just a bad take. He’s not a plant, he’s just not militant. He never was. Once every peaceful avenue was exhausted, he retired without resorting to force because that’s not who he is. It’s what we desperately needed him to be, but not who he is.
