Well I received it through my chain of command through Chief of the NGB. Believe what you want.

Not often, can’t remember a specific time if I haven’t seen a date on an MFR. I’m just showing what has been sent out to the entire DOD.

Officer here who had written hundreds of MFRs and I'm pretty sure that if there no date then it's not valid. feel free to look up the dod regs and double check

You know what the JCS commands? Look it up!
The JCS command the JCS. They organize, train and equip the forces. OPCON goes from POTUS to SecDef them on to the Combatant Commands.
