Constitutional Convention is the avenue for the states to apply for an Amendment. Congress can propose Amendments and send to the states for ratification. Keep in mind that their isn’t a deadline for ratification. So while it might not be ratified in the next few years, it only takes a signature to ratify. Let that play out.
