The word "concede" has technical legal meaning. President Trump has NOT used this word in any speech or written document since the Nov. 3, 2020 Election, including the speech today at the Border Wall. IF he does concede (and it's actually him making the concession), then it is indeed "over" as far as his lawful claim to occupy the Office of the President and perform the Duties thereof.
