There is already a compact of states to the electoral college. The compact states that the electors will follow the populous vote and disregard the populous vote of their own states, should the populous of that state go against the national populous vote. Once the compact reaches enough states to reach 270 votes, the compact stands. Btw, compact among states for voting is anti-constitutional, and specifically forbidden in the constitution.
