This particular non-binding agreement has no teeth.

I'm pretty sure this is a soft vote for impeachment. They're seeing who might be on their side, who's weak, and who needs to be attacked if they fight it. Pence said he wouldn't do it, so if he has any credibility left in Congress, this is all posturing - which is why thing it's not about the 25th anymore.
