You think this is the first time "eliminate the fillibuster" has been proposed since it's introduction about 200 years ago? The reason no one can get rid of it is that they fillibuster the proposal to get rid of the fillibuster to DEATH. Only the side with the majority proposes the removal, and only the side of the minority fillibusters it to death.
