He could have invoked it, doesnt mean anybody will act on it. They hate Trump. They hate America. Dont expect them to help you now. They just crucified Trump and his supporters, and nobody cares.

It was signed in 1807 and Trump cannot sign it. That’s not how this works. He can invoke the Act through a well-defined process, but he does not “sign the act.”

He has to publicly issue a proclamation, executive order, that specifies the reason and the location of the insurrection.

That's why directive 51 can be used It doesn't require a public statement and if there's a national emergency I imagine a lot of that stuff gets superseded
