So in a search window I asked...."do military chiefs of staffs control the military"

Results...

Congress abolished this authority in a 1953 amendment to the National Security Act. Today, the Joint Chiefs of Staff have no executive authority to command combatant forces.

Well they are wiping their ass with the constitution so I wouldn’t put it past them to not care about an act.
