It's sworn statement to the truth and is evidence. An attorney would have to offer evidence against the affidavit to impeach the witness or instill doubt in the mind of the juror. They sit as sworn statements left in purgatory.
I could be wrong but I was under the impression that they must actually make their claim in court for it to be considered perjury
