The memo is correct format. This is likely a memo derived from message traffic such as what you posted. Theres like 500 types of memos, when you break it down branch specific the army has a 3 manuals on writing DA Pam 600-67 Effective Writing for Army Leaders. AR 25-50 Preparing and Managing Correspondence. AR 15-6 Preparing Sworn Statements. The Air Force/Space Force use the Tongue and Quill, the Navy/Marines use Navy Instruction 5216.7 Then there's the DoDM I showed you. Trust me writing in the military is worse than taking courses where on class uses APA, one uses Chicago, one uses turabian, and another uses MLA
