The pence issue is easy and this site had it completely wrong.
The question of whether or not a VP could simply swipe away electors certified by the state was not, in any way shape or form, a settled question. He, like most others, felt he did not have the power to do that. I'd say 95% of the legal community felt he couldn't, and I think he believed that as well. Right or wrong, I don't think he took that path out of disloyalty to Trump. It wasn't what we liked, but so what. We don't get that choice.
Now, perhaps he kept the stance he had back during the Ryan/Pence emails, or perhaps he grew to hate how the administration was treated at every turn. All I know is that for 4 years, under incredible pressure, I never saw him come out against the President.
The fact that in the house debate today that they were all over his balls should tell you everything you need to know about him. His body language and complete lack of compassion for the patriots on the 6th tells me he is rotten and was put in place to keep an eye on trump. He freakin congratulated pelosi after they confirmed the vote for Christ sakes.

Maybe he is hedging his bets and backpedaling so if DJT counters he might avoid some of the blowback he caused because of that backstabbing.
But that would put him in odds with the democratic party...
Before the 6th he’d already said he was no longer interested in a career in politics. Maybe the 6th was part of a Trump plan and he’s going to step aside for Flynn, or he actually believes his bullshit. Time will tell.
The alternate timeline is that he refused to certify the election and show leadership by talking with the protestors in the people’s house and ending the violence. It really wouldn’t have been very heroic, there was plenty of guns in the room and patriots really don’t have anything to fear from patriots, even angry ones.
