I was there past 6 pm on the 6th and there was no such announcement. I was on the other side of the building, but I presume it would have carried. Also all of the people were getting arrested on the other side.
This video, if I'm not mistaken, shows the east side. I was out side the building on the lawn, on the west side and I didn't hear a Public Address loudspeaker. If the volume on this audio is realistic, that sound would not have carried to my location. Not loud enough.
I got announcements on my phone that said the same thing as the audio here: curfew from 6pm to 6 am tomorrow (Wednesday night to Thursday morning).
I left before 6pm and there was no one getting arrested on the lawn around me at that time. We were all just peacefully watching. I don't know exactly what was happening in the building or on the steps immediately outside of the building.
That's fair. It's a big ass building. And there was a lot going on on the west side. A lot of yelling and chaos. I left just as they were encircling everyone to make final arrests right after 6.
