You'd need to clear decks at least down to and including O-6. And be looking very carefully at O-5.
If you really wanted a mutiny, just arrest all the E-4s. Pretty sure they all have something on their pers files that would justify arrest and court martial.
He would need to arrest as many generals as possible all at once using spec ops. Then hope the troops under them submit.
