It's bullshit. Too many inconsistencies with what a real DOD memorandum wood looks like. The whole letterhead and everything on top are incomplete, spacing across the memorandum is all wrong, indentation is all wrong. DOD memorandums are bulleted with numbers not just indentations.
As someone in the military and given the current events in the U.S. I read this as....

If the SCOTUS doesn't give a rats ass about the Constitution, I'm pretty sure the leaders here don't. Or at least the way I see things. Like us being threatened, apparently about to be hunted down forced into submission from some 80 year old dementia ridden mobster and the "black" VP.
Not only is it real it shows that they are deeply, completely afraid that our Military men and women overwhelmingly support Trump and they are scared that those Military men and women may actually act on how they feel.
