That's simply bullshit, the JCoS have made many statements posted on .mil over the last few decades, that's why they have their own section. JCoS may not have any military command, but they are still a subsection of the military and as such enjoy the privilege's as such. Just like many civilian defense forces do, like Boeing, Lockheed and Grumman all of who have released statements and studies on the .mil TLD.
