There is "nothing wrong with these people". Telegram was fighting Russian censorship tooth and nail, they won only by moving to AWS and Google clouds which allowed them to rapidly create and drop servers in an address space which is used by too many other companies so they are very hard to block. No one on earth expected the US to fall from being a beacon of freedom and LAW into... well into current state of affairs. So AWS and Google clouds were a safe bet.

I think they used AWS to evade some kind of ban on Russia.

But they have the infrastructure to NOT depend on it.
