There is no way they are installing solenoids or whatever to allow remote shutoff. Electric might be different, but with gas and water there are physical values that need to be opened or closed.
Cali pede here. PG&E or Price Gougers & Extortionists, formerly known as Pacific Gas and Electric, did/does have a program to do exactly that. But it was not mandatory. Who the hell would sign onto that?
I'm a Cali pede too. No, they never took over anyone's AC. They offer some dumb ass whole house "green" program, but I've never heard of anyone using it. They institute rolling blackouts to "save energy" during the summer, but there's no way for them to control a normal thermostat.
Just got a letter. My water meter getting upgraded to a smart meter, which I can monitor in real time. Yea!

In Cali, the utilities could remotely control the climate in your home.
I believe during the drought several years ago, the governor threatened to allow this, or they actually regulated A/C in homes to prevent blackouts.
Cali Pedes can confirm or deny.

Those looking at the world through green tinted glasses.
Austin Texas apartments have timers on water heaters. If you need a shower at 2PM or 2AM, it definitely sucks to be you.

Duh fuk? Anyway, still not as bad as Austin IPA craft beer.
Haven't been up to Austin in years. Not since SIL caught major TDS. Miss the great food....
It's a wonderful place full of horrible people.
Neutron bomb? Sounds like a viable option.
